Presidente Pera, Vice Primo Ministro Fini, Sindaco Veltroni, Presidente Storace, signori rappresentanti religiosi e credenti delle diverse fedi religiose, amici.

Questo pomeriggio ci riuniamo qui a Roma, insieme a persone provenienti da tutto il mondo, nella solenne occasione dell’anniversario dell’orrore, della tristezza e dell’audacia che esattamente l’11 settembre di un anno fa ci ha portato.

Vorrei prima di tutto salutare alcuni ospiti molto speciali qui presenti con noi oggi, che comprendono meglio di tutti noi la necessità di stringersi insieme per darci reciprocamente forza e sostegno.

Sono con noi oggi i membri di diverse famiglie italiane che hanno subito la perdita dei loro cari a causa del terrorismo, compresi gli attacchi al World Trade Center, ma anche a Bologna, Milano, Firenze, sui treni e nelle piazze italiane. La vostra presenza ci onora. Siete stati vittime innocenti colpite nella propria quotidianità, durante le compere, in viaggio, studiando e lavorando. Abbiamo i familiari dei vigili del fuoco e del personale di pubblica sicurezza uccisi o feriti nell’adempimento del proprio dovere, mentre lavoravano per proteggere i propri concittadini italiani e tutti noi che abbiamo la fortuna di vivere in questo Paese. Sono anche presenti molti valorosi ufficiali delle forze armate e funzionari pubblici in genere.

Oggi ed ogni giorno, rendiamo onore a voi tutti come anche al vostro valore e alla vostra dedizione. Voi e molti altri qui oggi rappresentate il meglio delle nostre rispettive società. Betty ed io, insieme ai colleghi e alle loro famiglie qui presenti, rendiamo onore a tutti voi che avete sofferto a causa della perfida e disonesta mano del terrorismo. Offriamo il nostro sostegno a coloro tra voi i cui cari vi sono stati tolti in modo tanto ingiusto.

Per tutti noi questa è una dolorosa circostanza. Siamo qui oggi per commemorare l’anniversario di un crimine efferato, un odioso, ingiusto e brutale attacco che ha distrutto le vite o ferito migliaia di persone innocenti. Siamo qui per piangere e ricordare.

Dobbiamo anche ricordare, con attenzione, il nemico che abbiamo di fronte, un avversario che si è rivelato in modo così terribile un anno fa, che minaccia il mondo civilizzato. Stiamo affrontando, e continueremo ad affrontare, insieme quel nemico, il terrorismo – un male che tenta di distruggere i valori di libertà, giustizia, democrazia e tolleranza, tanto cari e fondamentali per le nostre società.

In un mondo in cui affrontiamo nuove minacce quasi ogni giorno, questa può apparire come un’occasione che offre poco spazio all’ottimismo, alla speranza ai pensieri positivi.

Comunque, se la fede di ciascuno nella nostra capacità di sostenere questa lotta dovesse venir meno, vi consiglio di parlare con i miei colleghi dell’Ambasciata Americana che mi hanno raccontato in più occasioni i loro ricordi personali dell’11 settembre. Le loro storie ci rammentano che, indubbiamente, insieme abbiamo affrontato – e vinceremo – questo flagello. Già dall’11, e poi il 12 settembre, il prato dell’Ambasciata veniva ricoperto di fiori lasciati dagli italiani commossi; il nostro centralino telefonico era inondato di chiamate di stranieri che esprimevano la propria solidarietà; e l’ufficio dell’allora Incaricato d’Affari era pieno dei massimi rappresentanti del governo italiano, molti di voi presenti qui oggi, che offrivano sostegno e solidarietà.

Il Presidente Ciampi e il Primo Ministro Berlusconi, insieme ad altri, hanno, prontamente e con fermezza, condannato gli attacchi e si sono schierati solidali con gli Stati Uniti. Molto significativamente, un voto in favore della loro posizione ha ottenuto vastissimo appoggio da tutti gli schieramenti politici.

L’America non dimenticherà mai la risposta di tutti gli italiani – dai leader politici ai militari e alle persone comuni – l’America vi ringrazia!

I terroristi hanno cercato di dividerci, di sconfiggerci. Invece ci hanno reso più uniti – senza distinzione di religione, filosofia politica, razza o nazionalità. Tutti noi che amiamo la libertà abbiamo capito che eravamo stati attaccati. E tutti insieme abbiamo reagito.

In modo altrettanto importante, benefico e profondamente apprezzato come lo sono stati i fiori e le parole, l’Italia è andata oltre le parole e i gesti. L’Italia ha fornito truppe e la sua unica portaerei, la Garibaldi, come contributo alla guerra contro il terrorismo. L’Italia ha partecipato allo sforzo internazionale in Afghanistan con coraggio e professionalità. Qui in Italia, i nostri servizi segreti e le agenzie per la sicurezza hanno fornito informazioni e hanno coordinato gli sforzi per eliminare le cellule terroristiche che minacciano noi tutti. Il Parlamento italiano ha lavorato con sollecitudine e concordemente per migliorare le leggi per combattere il terrorismo e bloccare i finanziamenti ai terroristi. La magistratura italiana e le forze di sicurezza hanno utilizzato quelle leggi per mettere i terroristi fuori combattimento e rendere il loro denaro inservibile.

Dopo lo scorso 11 settembre e nell’arco di tutto l’anno, l’Italia ha dato continuo risalto alla propria amicizia, al proprio impegno per la democrazia e per il principio di legalità, e alla propria dedizione nel mantenere il sistema di vita che è caro sia a noi che ai nostri alleati in questa lotta. Il vostro Governo e i rappresentanti da voi eletti hanno fatto questo, ma ciascuno di voi – nel vostro sostegno ai cittadini americani o all’Ambasciata che io rappresento – ha dimostrato chiaramente che siamo alleati, siamo amici e siamo fratelli. A nome del mio governo, dei miei colleghi e di tutti gli americani ringrazio tutti voi per il vostro sostegno.

Gli sforzi che abbiamo portato avanti insieme qui in Italia si sono ripetuti in tutto il mondo nella coalizione internazionale della Guerra al Terrorismo. Soffermiamoci un istante sui alcuni dei nostri risultati:

• Più di 90 nazioni hanno arrestato o trattenuto in stato di fermo oltre 2.400 terroristi, smantellando cellule locali della rete terroristica internazionale.
• 161 nazioni hanno congelato beni collegati ai gruppi terroristici e ai loro sostenitori per un valore superiore a 100 milioni di dollari
• In Afghanistan, un Paese che per anni ha sostenuto il terrorismo internazionale, vi è ora un governo ad interim scelto dal popolo che collabora con la comunità internazionale per sradicare le ultime vestigia dei Talebani. Anche in questo caso, l’Italia ha svolto un ruolo importante, dando asilo all’ex re dell’Afghanistan, che serve come guida morale per il suo popolo, e proteggendolo al suo ritorno in patria. Il vostro governo continua la ricerca per una pace stabile in Afghanistan guidando lo sforzo internazionale per riformare il sistema giudiziario di quel Paese e stanziando un contributo di oltre 47 milioni di dollari per aiuti umanitari e per la ricostruzione.
• Oltre 60.000 truppe americane e alleate, compresi gli italiani, sono dispiegate nel mondo per combattere il terrorismo.

Ritorno con il pensiero alle famiglie presenti qui oggi che hanno perso i loro cari a causa del terrorismo o nella lotta per la sicurezza. Non so se il pensiero dei nostri sforzi congiunti aiuta in qualche modo a portarvi pace. So che aiuta un poco ad alleviare il lutto collettivo che molti di noi americani sentono quando ricordiamo gli attacchi di un anno fa.

Gli italiani hanno conosciuto il terrorismo – la vostra lotta contro questo flagello è andata avanti per decenni. L’America è stata un’amica ed un’alleata forte nella vostra battaglia, proprio come lo siete stati voi nella nostra. Ma ciò che più conta, insieme, e con tutti i nostri comuni alleati nella Guerra al Terrorismo, noi vinceremo. Coloro che volessero causare orrore ai nostri cittadini, alle nostre case e luoghi pubblici, non possono e non riusciranno nel loro intento se noi restiamo uniti, e sosteniamo quei valori comuni che ci rendono forti. Libertà, giustizia, democrazia e tolleranza. Questi valori, rinsaldati dalla nostra alleanza e alimentati dalla nostra amicizia, prevarranno.

E mentre, insieme, guardiamo ad un futuro di pace e prosperità, non dovremo mai dimenticare quelle persone, famiglie e nazioni che hanno sacrificato la loro vita e le loro ricchezze per costruire un mondo migliore per le generazioni future. A quelle persone e alle famiglie, presenti qui oggi e nel mondo, noi offriamo la nostra più sentita solidarietà e, soprattutto, la nostra gratitudine in questo giorno, un anno dopo l’11 settembre.

President Pera, Deputy Prime Minister Fini, Mayor Veltroni, President Storace, Religious Leaders and followers of many Faiths, Friends.

This afternoon, we gather here in Rome, along with people from all around the world, on the solemn occasion of the anniversary of the horror, sadness and yet bravery that September 11 brought to us exactly one year ago.

I’d like first to recognize some very special guests with us today, who understand better than all of us the need to come together for mutual strength and support.

With us today are members of several Italian families who have suffered the loss of loved ones to terrorism, including in the attacks on the World Trade Center, but also in Bologna, Milan, Florence, on Italian trains and in Italian piazzas. You honor us with your presence. You were innocent victims struck while going about your everyday lives, shopping, travelling, studying, and working. We have family members of fire fighters and law enforcement personnel killed or injured in the line of duty, while working to protect their fellow Italians and all of us fortunate enough to be living in this country. We also have with us several valiant officers from the armed services and public service in general.

Today and everyday, we salute you all, as well as your valor and dedication. You and so many others here today represent the best of our societies. Betty and I, together with my American colleagues and their families present here today, salute all of you who have suffered from the wicked and deceitful hand of terrorism. We offer our support to those of you whose loved ones were taken from you so unjustly.

For all of us, this is a difficult occasion. We are here today to mark the one year anniversary of a heinous crime, a vicious, unprovoked, and brutal attack that took the lives or injured thousands of innocent individuals. We are here to mourn and to remember.

With vigilance, we also must remember the enemy we face, a foe revealed so terribly one year ago, one which threatens the civilized world. And we are confronting and will continue to confront together that enemy, which is terrorism – an evil that seeks to destroy the values of freedom, justice, democracy, and tolerance so dear and fundamental to our societies.

In a world where we face new threats almost daily, this may seem like an occasion with little room for optimism, for hope, for positive thoughts.

If anyone’s faith in our ability to sustain this battle wanes, however, I suggest you speak with my colleagues at the American Embassy who have told me time and again their personal recollections of 9/11. Their stories remind us that, indeed, together we have confronted – and will overcome – this scourge. Already on September 11, and certainly by September 12, the Embassy lawn was nearly covered in flowers left by caring Italians; our telephone switchboard was lit with calls from strangers offering sympathy; and the office of our then-Charge d’Affaires was full of representatives from the highest levels of Italian government, many of you here with us today, offering support and sympathy.

President Ciampi and Prime Minister Berlusconi, along with others, stepped forward immediately and resoundingly to condemn the attack and stand in full solidarity with the United States. Every bit as meaningful, a vote in favor of their approach drew overwhelming support from across the political spectrum.

America will never forget the response of all Italians -- from political leaders, to soldiers and common people on the street -- America thanks you!

The terrorists sought to divide us, to defeat us. Instead, they brought us closer together – regardless of religion, political philosophy, race, or nationality. All of us who love freedom understood we were under attack. And together, we responded.

As important, healing, and deeply treasured as the flowers and words were, Italy went beyond words and gestures. Italy contributed troops and its only aircraft carrier, the Garibaldi, to support the war against terrorism. Italy has participated in the international effort in Afghanistan bravely and well. Here in Italy, our law enforcement and intelligence agencies have shared information and coordinated efforts to disband the terrorist cells that threaten us all. The Italian Parliament worked quickly and unanimously to strengthen laws to fight terrorism and block financial support to terrorists. The Italian magistracy and security forces took those laws and used them to take the terrorists, and their money, out of action.

Italy, in the aftermath of last September 11 and during the past year, underscored again and again its friendship, its commitment to democracy and the rule of law, and its dedication to preserving the way of life both we and our allies in this battle hold dear. Your Government and elected representatives did this, but each of you – in your support for American individuals or the Embassy I represent – have made abundantly clear that we are allies, friends, and brothers. On behalf of my government, my colleagues, and all Americans, I thank each and every one of you for your support.

The efforts we have undertaken together here in Italy have been replicated throughout the world in the global coalition in the War against Terrorism. Let’s take a moment to reflect on some of our accomplishments:

--More than 90 nations have arrested or detained over 2,400 terrorists, taking down local cells of the international terrorist network.

--161 nations have frozen over 100 million dollars of assets associated with terrorist groups and those who support them.

--In Afghanistan, a country that for years supported international terrorism, there is now a popularly chosen interim government working with the international community to root out the last vestiges of the Taliban. Here, too, Italy played a very special role, sheltering the former King of Afghanistan who serves as a moral guide to his people and helping to protect him as he returned to his home. Your government continues to seek stable peace in Afghanistan by leading the international effort to reform that country’s judicial system and by contributing over $47 million in aid for humanitarian assistance and reconstruction.

--Over 60,000 American and Allied troops, including Italians, are deployed around the world to fight terrorism.

I think again of the families with us today who have lost loved ones to terrorism or the fight for security. I do not know if thinking of our joint efforts helps in any way to bring you peace. I know that it helps in some small way to ease the collective mourning many of us Americans feel when we think back to the attack one year ago.

Italians have known terrorism – your fight against this scourge has gone on for decades. America has been a strong friend and ally in your battle, just as you have been to us in ours. More importantly, together, and with all our mutual allies in the War against Terrorism, we shall prevail. Those who would choose to wreak horror on our people, homes and public places cannot and will not succeed if we remain united, and support those shared ideals which make us strong. Freedom, justice, democracy, and tolerance. These values, bound by our alliance and nurtured by our friendship, will prevail.

And as we, together, look toward a future of peace and prosperity, we shall never forget those individuals, families and nations who gave their lives and treasure to build a better world for future generations. To those individuals and families, present here today and around the world, we offer our most heartfelt sympathy and, above all, appreciation on this day, one year after 9/11.

Thank you all so very much for being with us this day.
